HUME CAMP EXPANSION PROJECT

The Hume Christian Camp, 32355 Green Valley Lake Rd, has submitted a project plan (PROJ-2024-00046) to the County Land Use Services (LUS) to expand their occupancy from 300 to 3000. This will have significant impact on Green Valley Lake in terms of our evacuation route down GVL Rd, the capacity of our sewer treatment in Running Springs, and our well water supply, and the traffic at the Hwy. 18 junction, just to name a few. The Public Comment Period goes to 1/7/26. (extended to 1/17/26) To submit your comments on the project you can send a letter to Elena Barragan, County of San Bernardino, Land Use Services-Planning Division, 385 N. Arrowhead Ave. First Floor, San Bernardino, CA 92415-0187, or email elena.barragan@lus.sbcounty.gov. At the very least, we feel that a full Environmental Impact Report (EIR) should be completed before this project is allowed to go forward.

To access the full project that Hume submitted go to https://lus.sbcounty.gov/planning-home/environmental/mountain. The end of Hume’s project description says “There are no known areas of controversy” so please let the county know that this is incorrect.

Our Mountain Area representative with Supervisor Rowe’s office is Robin Bull. She can be reached at 909-336-1547 or 909-890-8642. Her email is Robin.Bull@bos.sbcounty.gov.

On Saturday December 20th at 9:00am, HUME is having a public meeting about the project at their location in the chapel. Please check back on this site for updates. The manager of the project for Hume is Candyce Burnett. Her email is Candyce.Burnett @kimley-horn.com. They have an office in Riverside, but their headquarters is in Colorado.

SEQUENCE OF PROJECT APPROVAL:

1). Project report by Hume SoCal submitted to LUS Planning Department….Planning releases the Notice of Availability, Initial Study and Notice of intention to accept Mitigated Negative Declaration
2). Public comment period opens with release.
3). Public comment period closes, LUS Planning Department reviews the public comments.
4). LUS Planning Department can decide to move proposed project along and sets a date for the Planning Commission to have public hearing, which can approve or deny the project as presented.

OR
If LUS Planning Department decides more study is needed, they can have Hume SoCal begin a comprehensive Environmental Impact Report (EIR)…..EIR could easily take one year to complete.
5). The Planning Commission can also decide, based on their hearing, to require an EIR.
6). Planning Commission could decide to APPROVE the planned project AS IS, with no EIR.  IF SO, an appeal would have to be filed within a certain number of days and pay a fee to appeal.
7). The Board of Supervisors would hear the appeal and decide to deny the appeal OR support the appeal and kick it back down to Planning to be amended or dropped.
8). If Board of Supervisors approve the project, then a lawsuit could be filed.
